The collared owlet, or collared pygmy owl, is the smallest owl in Asia, 15–17cm long and about 60g (females about 63g, males 52g). It is grey-brown depending on age and morph, with a barred back and flanks, a head that is more spotted than barred, prominent white eyebrows, vibrant lemon-yellow eyes and a white throat patch (Wikipedia, general species account).
It has a very large range, from the Himalayas of northern Pakistan to eastern China and Taiwan. Its call starts mellow and becomes shriller with excitement while it turns its head in all directions, creating a ventriloquial effect that makes the bird hard to locate. It is a secondary cavity nester and is often mobbed by other birds (Wikipedia, general species account).
